 PKK Reality in Turkey and in the World

Terrorism is an international problem and, beyond all doubt, a crime. Using the pretence of fighting for freedom, the PKK actually recognizes no international laws and in particular the Universal Declaration of Human Rights, and indiscriminately massacres women, children, the young and the old. They are clearly committing crimes against the community.

We believe that no organization or person in this world should stand by as an idle witness to this savagery. The PKK terrorist organization has now included the press among its targets. The PKK is worried that the people of the region will become aware of realities and has taken to forcibly closing the of offices of the daily newspapers, preventing the distribution of newspapers and threatening to close the region to foreign journalists.

However, these threats do not and never have intimidated us. Under the leadership of our Association, the Turkish press organized a historic demonstration of unity when 23 Association chairmen and 150 Turkish and foreign journalists met in Diyarbakir to protest PKK violence.

This massive demonstration proved once again that PKK terrorist weapons cannot silence the press.

Recent history abounds with examples on how the most difficult of national problems can be solved through the strength of national unity.

In our country too, people have for centuries shared their joys, pride and sorrows and have justly benefited from the country's blessings. These people will live in their "Motherland " in unity and brotherhood for eternity.

There is an ethnic reality in Turkey. There is no ethnic problem. Ethnic differences in our country are not a weakness, on the contrary they are a rich cultural heritage.

This documentary booklet is presented for your perusal as evidence from which meaningful conclusions can be drawn. There are lessons to be learnt even from misfortune.

This is because we believe in the vital need for all people to be able to lead a happy life within the existing boundaries of their own country.

We also believe that irrespective of country or reason, no endeavor can ever be successful, if it is based on bloodshed and tears.

And, we must add that we love all people who inhabit our world with no discrimination as to color, race, language or religion.

The True Colors of the PKK

The PKK organization, which has been active in the southeast of Turkey since 1984, has in fact, no relation what's ever with the Kurdish people or the Kurdish identity which it purports to defend . In the eyes of local and foreign public opinion, the PKK terrorist organization has played up the issues of "Kurdish Identity', "Freedom for the Kurdish Nation" and "War on behalf of Identity and Freedom", and by implementing a policy based on exaggeration and falsehood, has misled and misinformed citizens of Kurdish origin in the Anatolian region and world public opinion.

The PKK has craftily and insistently played up the controversies of the "Reality of the Kurdish Identity", "Freedom for the Kurdish Nation" and the "Struggle for Freedom Carried Out by the PKK for the Kurdish Cause" for so many years that many foreign countries, international organizations, many local legal associations, institutions and organizations, the media and in fact, even important personages from political parties have fallen under the influence of the PKK.

As a result of these developments, the PKK terrorist organization has made its real identity synonymous with the "Freedom of the Kurdish People".

However, when one evaluates the violence practiced by the PKK since 1984, the true identity of this terrorist organization becomes evident and the mask falls from its face. Turkish public opinion has for years nurtured the belief that sooner or later the true colors of the PKK will be understood by all. In fact, as of October, 1993, many countries have become cognizant of the realities and have identified the PKK as a terrorist organization, and have banned the activities of many PKK affiliated organizations. All the people of our country and the whole word should know that the PKK terrorist organization has nothing to do with the "Kurdish Identity". Its leaders are in it for personal gain and have been hired by antidemocratic forces outside the country to upset peace and security in the region. This group of terrorists and murderers have taken it upon themselves to prevent the development and strengthening of democracy in Turkey. Consequently the problems of the people in southeastern Anatolia should not be confused with the personal gain hoped for by the PKK, and the two should not be viewed as being synonymous. It should also be borne in mind that the people living in the southeastern region of Anatolia are not all Kurds as the PKK would want others to believe. It is populated by just about all the different kinds of people of varied roots who make up the Turkish nation as described by the Constitution. These people are intermingled with each other and share the social and economic hardships of the region together. Consequently Turkey is faced with a southeast Anatolian problem arising special regional conditions. If a name is to be given to the problem, this would never be named as the "Kurdish" problem. It is the "Southeast Anatolian Problem"

Realities of a Political Nature

There is no discrimination between citizens in Turkey. All citizens have the right to vote and be elected, and possess equal political rights within the framework of principles protected by law. To cite an example: Anyone can establish a political party of his choice, and be a member of any political party of his choice. Anyone can apply for any post or duty of his choice.

There are no political restrictions and never have been. In the belief that "sooner or later they will know they have erred, " the State until today has shown and is showing the utmost patience and belief that a solution will be found under the roof of the Turkish Grand National Assembly, which is the basic element of democracy in Turkey.

Violation of Constitutional Rights:

When the UN Document on Human Rights is taken in hand, article by article, the results are of interest.

The PKK Terror Organization:

It is now plainly evident that the PKK has not adopted a brotherly approach either within its organization towards its own militants or towards the people of the region. (Article-1)

· With no regard for age or sex; infants, children, young people, old men and women have been killed indiscriminately in flagrant violation of their Rights to Life and Personal Freedom. (Article-3)

· Recruiting personnel for the organization by force, and utilizing them as "slaves" with no permission being granted them to leave the organization. (Article-4)

· Obtaining money and equipment using Extortion, Cruelty and Torture, sending young girls to the PKK mountain units and using them for all their needs which is Incompatible With Human Dignity. (Article-5)

· Resorting to flagrant violations of basic rights laid down by law and the Constitution, Notwithstanding the existence of rights to apply to independent of justice, as guaranteed by the Constitution. (Article-8)

· In spite of freedom of travel in the country the PKK waylays passengers, opens fire on buses, abducts tourists, Arbitrarily Captures and Kidnaps People, razes Villages that defy its demands and banishes villagers to other regions. (Article-9)

· The PKK tries to prevent people and families, who have fled the region, from returning. (Article-13)

· Members of the organization enter into relations with girls by force and polygamy is widespread which is in violation of the basic concept of a family. Girls are generally looked upon as sex objects and the dignity of the human being is violated. (Article-16)

· People of the region are deprived off their goods, property and money by the use of force. (Article-17)

· The PKK bombs places of worship and shoots both young and old who read the holy book. They kill religious leaders in village mosques and violate the right and freedom of worship. (Article-18)

· Notwithstanding the right of the people of the region to freely seek information knowledge and thought the PKK by exerting force against newspaper distributors and publishing houses, forces them to suspend their activities and prevents distribution of daily newspapers. (Article-19)

· All citizens in the country have the right to establish a dedicated to peace. The PKK however, by establishing terrorist organizations and supporting terrorism also forces the people of the region to join their organization. (Article-20)

· In spite of the fact that the people of the region have the right to participate in the administration of the nation through elections, the PKK pressurizes the people to vote for their candidates and in pursuit of its own interests forces others to vote, and by forcibly removing the signs and emblems of political parties from buildings, blocks free elections and the right to vote and be elected. (Article-21)

· By blocking the efforts and activities of the state, the PKK attempts to deprive the people of the region of their communal security rights. They burn down schools, kill teachers and prevent the realization and development of cultural rights. (Article-22)

· The PKK forces students to leave school and incites them to boycott schooling thus depriving them of their educational rights. (Article-26)

· The PKK leys obstacles in the way of investments by the state, raids construction sites and threatens and kills workers, thereby preventing the people of the area from freely finding employment in a work of their choice. (Article-23)

· The PKK chooses to ignore Article 10 of the Constitution of the Turkish Republic whereby all rights and freedoms as outlined in the universal declaration of human rights are fully guaranteed to all citizens without discrimination. The terrorist organization tries to sway public opinion using totally groundless claims and misinformation. (Article-28)

· While the PKK wages a struggle for its so called right and freedoms, it opposes the laws that achieve prosperity and law and order in Turkey, which is a democratic society that recognizes the rights and freedoms off the people of the region and shows respect for them. They consequently accept their implementations, in regard to the so-called rights and freedoms which are contrary to the aims and principles of the United Nations, as a strategy in their struggle. (Article-29)

· The loathsome and inhuman measures resorted to by the PKK are directed towards doing away with all rights and freedoms as outlined in the UN Declaration of Human Rights for people living in Turkey. (Article-30)

Decisions of the European Parliament

Although during a meeting held on July 15, 1993 by the European Parliament on the subject of the "Rights of the Kurdish People", the activities of the PKK terrorist organization were condemned, there were also decisions taken against Turkey.

When these decisions are examined one by one it becomes evident that the members of the European Parliament have not fully understood the issues involved. To be able to do so, it is first of all necessary for them to know more about the social structure in Turkey.

The 10th Article of the Turkish Constitution states that "all citizens are equal before the law with no discrimination as to language, race, color, political leanings, philosophy, religion and similar factors.

No privileges can be granted to any person, family, group or class. State organs and administrations must abide by the principles of equality before the law in all their activities". Within this concept, no person or community in the Turkish Republic is discriminated against. There is only a nation, the members of which are all equal before the law. Every person, irrespective of roots, religion or race, can claim Turkish identity.

It is even scientifically impossible to separate people who have lived in a country that for thousands of years has been invaded by various tribes; a country that has seen many civilizations and has been a home for people of different languages, religions and roots. These people are like the sugar in a cup of tea. They have lived together for centuries and are now so intermingled that it is impossible to segregate them.

This is the basic concept of a "nation" in the Turkish Constitution.

This is also the belief that has developed and taken shape in the thoughts of the 60 million Turks who inhabit this land. It was this view that moved Ataturk, during the early years of the Republic, when speaking of the Turkish nation to say: "Happy are those who can say I'm a Turk': With this statement he encompassed all those living within the political boundaries of the Turkish Republic -all those who have made this country their home. When he used the above expression, it was with the concept of a "nation", with no thought of discrimination. The PKK further claims that the 5 basic subjects taken up by the European Parliament have nothing in common with reality.

The First Subject: The difference of Race

The PKK and their adherents claim that the Kurds in Turkey are of a different race. Answers to this lie in scientific research. Research has in fact, been carried out as to whether the race is separate or otherwise. Books and documents are available in support of both views. However, when delving into the matter, the most important point to consider is the credibility of the publishing houses and authors and the validity of their scientific approach. Serious works emphasize the fact that Kurds and Turks are of the same race. To substantiate this claim, they point to research into customs, traditions, language, folklore, historical monuments, tombstones and other similar cultural data. These authorities have always expressed their willingness to debate the subject on a scientific platform. The truth of the matter is that none of those who hold a contrary view are willing to enter into debates to defend their viewpoints.

In fact, it is not all that important which point of view is accepted. Although there was a mosaic in Turkey that remained intact for centuries, we have now reached the 2000's and it is no longer possible for anyone to fully pinpoint their identity and roots.

Second Subject: The Right to Autonomy

The PKK puts forward the claim that the majority of Turks living in the southeast of the country are in reality Kurds and therefore the region should be granted autonomy. The most convincing way to refute this claim is to resort to statistical data. It is worthwhile here to analyze the results of recent elections in the area. For the first time in Turkey's democratic existence, a political party defending the Kurdish identity participated in the 1991 elections. If the region had been predominantly Kurdish then the large majority of the votes should have gone to this party. However, this did not and could not happen. The party knew that it could not even obtain the minimum of 10 % of the votes necessary to be able to nominate deputies. The party was thus forced to participate in the elections together with the SHP which is one of the strongest political parties. Even with this great advantage the party only obtained 18 % of the votes. The results show that 82 % of the people of the region do not support this political party that champions the Kurdish identity. In other words, 82 % of the inhabitants of the region do not share the views of the party in regard to Kurdish identity.

How is it possible to speak of autonomy in a region where 82 % of the population state that they are Turkish citizens, and anyway how could autonomy be implemented?

Third Subject: Privileges

The PKK claims that "Kurds in Turkey are treated as second-class citizens. They are deprived of the right to speak their own language and there is no freedom of education." As previously mentioned, in accordance with Article 10 of the Constitution, no privileges are granted to any segments of the population and all state organs must strictly abide by the principles of equality. When the matter is sufficiently analyzed, the following realities come to the fore: Irrespective of their origins all citizens can attend schools of their choice and this is what has happened. They can choose their area of occupation and have in fact done so. In no place such as schools, restaurants, buses, districts nor anywhere else has there ever been discrimination in the fields of livelihood, security of life and property. There are no privileges extended to anyone in the areas of employment, ascertaining salaries, freedom of thought and conscience and investments. There are no restrictions or obstacles.

Fourth Subject: Language

The PKK insists that Kurds cannot use their own language. Even though the Constitution stipulates that the official language in Turkey is Turkish, for those citizens who do not speak the language there has never been any barrier to utilizing the services of an interpreter in official institutions, independent courts of justice and hospitals. Tolerance has always been displayed in this regard.

This tolerance has been ratified by law during the past few years. That is to say that, speaking the Kurdish language, publishing books, magazines and newspapers in Kurdish and singing Kurdish songs is not prohibited. It is interesting to note, however, that the publication of books, magazines and newspapers and the production of cassettes of Kurdish songs have all come to a virtual stop, because of lack of buyers. At the present time all these activities have stopped because there is no interest in the Kurdish language in Turkey.

Fifth Subject: Political Rights

The PKK claims that "the Kurds in Turkey are deprived of their political rights". All citizens in Turkey have the right to vote and be elected. All have equal political rights. All citizens can apply for any post or duty. There are no restrictions from a political point of view. There are many from the region who have become generals, professors, ambassadors, ministers, prime ministers and successful businessmen. A President has even said that his family could have Kurdish origins. Every Cabinet has a few ministers of Kurdish origin.

Thus taking into account the facts as they stand in Turkey, it is impossible to understand claims to the effect that rights are usurped and autonomy should therefore be established.

International Laws and Terrorism

Some international endeavors in recent years have been directed towards attaching importance to self-determination. However parties all concerned have strongly opposed its attainment using terrorist methods. In particular, when the 1989 CSCE Vienna Final Document, the 1990 Paris Charter, the 1992 Helsinki Act, and the Vienna Human Rights World Conference Declaration are studied, it can be seen that the countries signing these documents are fully opposed to terrorism. They are totally against any activities that endanger either part or the whole of the territorial integrity and political union of sovereign and independent countries. The said documents emphasize that all necessary measures to develop cooperation in the struggle against and prevention of terrorism aimed at threatening the security of the State, uprooting democracy and the stability of legal governments and violation of human rights and basic freedoms, must be taken by all signatory parties.

Consequently no country that has signed these agreements, should extend support to the PKK terrorist organization and should ban its activities. This is an obligation resulting from decisions they themselves have reached. A few examples on the subject are cited here below:

The 1989 CSCE Vienna Final Document; states that every participating country unconditionally condemns all terrorist activities wherever they may occur and by whomsoever they may be perpetrated. Their methods and activities stand condemned and under no conditions whatsoever can their activity be justified. All countries are determined to bilaterally cooperate to eradicate terrorism, and toe prevent all illegal activities in their own country by persons, groups or organ atio IS directed towards forcibly overthrowing the regime of another country. The countries involved are morally obliged to take necessary measures for legal proceedings and the extradition of those involved in terrorist activities.

The 1990 Paris Charter; proclaims that all participating countries will cooperate in defending democratic institutions against actions that violate independence, sovereignty and territorial integrity. All terrorist activities, methods and implementations will be unreservedly and unconditionally branded as criminal, and bilateral and multilateral cooperation will be initiated to eradicate them.

The 1992 Helsinki act; emphasizes that all participating countries without reservations will unconditionally condemn all terrorist activities, their methods and implementations. To eradicate threats against security, democracy and human rights, all participating countries are determined to develop cooperation to its fullest extent. The 1993 Vienna Human Rights World Conference Declaration; states that no actions aimed at fully or partially endangering the territorial integrity and political unity of sovereign and independent countries will be permitted or encouraged. The declaration further declares that all necessary measures must be taken to develop cooperation in the struggle against and prevention of terrorism, which is directed against the security of the State, and which aims at uprooting democracy and the stability of legal governments, violates human rights and basic freedoms.

Aspirations Towards an Antidemocratic Marxist-Leninist State From the onset, the PKK terror organization announced its intention to set up a Marxist-Leninist State in the region. Though this is their final goal, they have calculated that the first step towards realizing a Marxist-Leninist regime is to achieve autonomy, which they look upon primarily as an intermediary stage.

During 1993, as a first step in the intermediary stage, they brought up the subject of a solution based on the coexistence of the two peoples.

It is unfortunate to see that certain circles have not fully understood this move, and have in fact evaluated it as an innocent and reasonable answer as to why the PKK terror organization has adopted a Marxist-Leninist political structure. During the period 1970-1980, when the PKK organization was being established, it was the vogue in certain circles to look positively at Marxist-Leninist ideologies. The PKK with its Marxist-Leninist slogans had in mind to win this group over to their side, for their organization. The aim was to recruit sufficient manpower for more terrorism.

In fact they were successful in their aim, and some of the youth of the region without realizing the true aim of the organization joined its ranks with the ideal of establishing a Marxist-Leninist state. If, but for a moment, we would consider the PKK, not as a terrorist organization, on, but as one that has launched a struggle for the establishment of a Marxist-Leninist state, and if we would also assume that they could be successful, it would mean that instead of democracy we would have a country ruled over by an antidemocratic Marxist-Leninist regime.

Today, with the disintegration of the Soviet Union, even countries once part of the Soviet system are now striving towards democratization, and it would be a serious blow to democracy in the region to have an antidemocratic state established in our country.

This would be a turn of events that should be evaluated as being highly dangerous both for the Turkish nation and for western democracy.

Realities of a Social Nature

The PKK terror organization, by playing on the feelings of the people in the region, utilizes the support it gains for the following criminal activities:

Young people, often in their early teens are taken to PKK mountain units where they are pushed into drug addiction. Our girls of the same age group are intimidated and forced to become the sex objects of high ranking Armenian, Arab and Syrian members of the PKK terrorist units in the mountains. These girls are also forced into drug addiction. Those who become pregnant are forced to have abortions

under primitive conditions. Many of them die during these "operations". Those who resist are shot on the grounds that they have betrayed the organization.

The PKK terror organization implements a policy of terror and savagery against the villagers of the region, and by extortion and threats, obtains money, foodstuffs and clothing. It obtains weapons and ammunition and forcibly recruits the youth of the region for its mountain units. Not only those who oppose these acts of violence, but even those who display merely an unwillingness to cooperate, face a firing squad. No discrimination is made between young, old, women and men. All are shot, their villages and schools are razed and teachers and religious personnel are killed.

By exploiting the feelings and conscience of people of Kurdish origin in towns and cities, the PKK terror organization:

forces them to take a stand against the state. Those who resist are threatened in many ways, mainly by bodily harm, to turn against the state.

establishes so-called "people's courts" where those who do not serve them or are lax in their duties are sentenced to death and summarily shot.

gives the impression in both towns and cities, that "it takes the place of the state", the PKK forcibly incites the populace against the state for the purpose of giving credence to this propaganda both within and outside the country. These methods include forcing shops to close, strikes by taxi drivers, gun-fire and violence.

Social life in the mountain regions is governed by the PKK employing a terrorist policy of oppression and violence. Theoretical and practical training directed towards instilling violence in the psychology of the individual is given by PKK members. The PKK organization attempts to cover this up by using the term "self-criticism" to describe these training sessions.

PKK leader Abdullah "Apo" Ocalan professes respect for the religious beliefs of the populace. However, upon his orders, terrorists kill religious leaders, religious teachers and young people studying the Koran in the east and southeast of Anatolia, simply because they do not abide by the orders of the terrorist organization and do not undertake the dissemination of propaganda on its behalf. The PKK has burnt the holy book and shot at mosques and minarets. Would anyone who is a firm believer with respect for the religious beliefs of others exhibit such savagery?

However, the PKK in its so-called struggle for the rights of the people indiscriminately kills children, women, elderly teachers and civil servants. It creates an atmosphere of violence and savagery. It is a terror organization for which murder is commonplace.

The PKK terror organization not only brings harm to Turkey, it is also harmful to all western countries. The PKK is in control of drug trafficking in Europe from which it reaps immense profits. From many PKK centers in Europe, drugs find their way to the youth of the world.

PKK and Armenian Collaboration and Historical Realities

During the years of the First World War, Armenians attempting to establish an independent Armenian state killed hundreds of thousands of Moslems, Turks and Kurds. By collaborating with the enemy, the Armenians turned Anatolia into an arena of massacre. To attain their aim, the Armenians also tried to utilize the Moslem Kurds in the region. When citizens of Kurdish descent refused to collaborate hundreds of thousands of them were killed, including women, children and the elderly.

Those who wanted to establish an Armenian State in Turkey's southeast were also not idle during the period of the Republic, and in 1927 the Hoybun Society was established to unite the interests of the Armenians and Kurds.

Yet, the Armenians continually deceived the Kurds, and their attempts to have the country partitioned continued; the Armenian ASALA terrorist organization, responsible for the assassination of many Turkish diplomats abroad, on April 6, 1980, signed an agreement with the PKK in Sidon Lebanon, aimed at overthrowing the Turkish Republic and establishing an Armenian State in the region. The withdrawal of ASALA, and the initiation of acts of violence by the PKK on August 15,1984, in Eruh and Shemdinli, correspond to the same dates. This is important and clear evidence that the ASALA terror organization has transferred its aim of partitioning the Republic of Turkey to the PKK.

There are presently many Armenian terrorists in the PKK organization, and most of them in leadership positions. They themselves do not join in the fighting but leave this work to deluded youth who commit genocide by killing our citizens of Turkish and Kurdish descent.

Leaders of the PKK terrorist organization are persons of Armenian descent who nurse hatred and feelings of revenge against the Turkish nation and citizens of Kurdish origin. Some of these hide their true identities and use Turkish names. Through a policy of intimidation, they use PKK militants to force Turks and citizens of Kurdish descent to leave their homes in the southeast Anatolian region, thus attempting to prepare the region for the establishment of a so-called Armenian state in the region.

Economic Realities

To improve living standards, the Republic of Turkey has for many years implemented a "Planned Development" policy and as of 1960 has expedited efforts in this direction and made extensive investments. In regard to the investments made for the purpose of developing the region, the following could be cited:

The Southeast Anatolian Project (GAP), during 1992, had a daily expenditure of 1.7 million dollars, and constituted 17.5 % of all investments. In the priority list for projects, all provinces were encompassed. The total amount of taxes collected from these provinces for the year 1992 was 1.825 trillion liras. The amount of investments made for the same period on the other hand, totaled 13.102 trillion liras. (It should be noted here that the PKK prevents the realization of many planned projects.)

Contrary to what the PKK wants everyone to believe, the Republic of Turkey exerts sincere and serious efforts to overcome the economic problems of the region, and the country in general, with the welfare of all citizens in mind. The PKK terrorist organization does all it can to prevent the strengthening and development of the region, and by threatening contractors and destroying what the state has done tries to achieve its aims. By terrorist activities on the highways it disrupts transportation, and thereby delays deliveries of the primary needs of the citizens. In spite of these activities the state is determined to continue its investments along planned lines and transportation routes are kept open.

Underdeveloped regions are not an exclusive characteristic of the east and southeastern parts of Anatolia. There are also such regions in the Black Sea area, Central and Western Anatolia and Thrace. The State has given priority to the east, however, and it is doing its utmost, by utilizing existing possibilities to the fullest, to level out the differences in the level of development throughout the country.

Both in the public and the private sectors, in regard to employment and work, there is no discrimination as to ethnic origins. Equal rights are granted to everyone. In Turkey, regardless of one's roots, everyone has access to freedom of investment. There is no discrimination. Furthermore in both public and private sector adjudications, be they large or small, everyone has a right to enter the bidding procedure.

The PKK terror organization extorts money by threatening those who have been awarded bids in both the public and private sectors, from prominent bus and transportation companies, gas stations, factories and small businesses, professional athletes, singers and others who serve the community.

The extortion money is augmented further by the waylaying of vehicles on public highways, by money gathered by Kurdish associations abroad and above all by drug trafficking.

A portion of these funds go for the purchase of weapons and equipment for the PKK. However, the larger portion goes mainly to leader Ocalan and to those outside the country who are not in the armed wing of the terror organization and who never come to Turkey. These are high-level members of the political section of the organization and the money is deposited in their special accounts in Europe. Personal and financial gain for the high-level leaders is the crux of the matter.

Turkey even extends economic and social aid to those of Kurdish origin who have migrated from Iraq and for those who are still in Iraq. The most pressing problem for our people living in the east and southeast of Anatolia is one of unemployment and lack of security. Peace in the region has been disrupted by the PKK, and the terror organization has also done, and is doing, all it can to prevent the state from making investments in the region that would in turn end unemployment. They wreck construction sites and abduct workers and engineers working on projects.

Among PKK members in the mountain units, there are often people who use an interpreter and do not speak Turkish or Kurdish. They speak Arabic, Armenian or another language. These people are of Armenian descent and generally come from neighboring countries in the south of Turkey. They are either political leaders in the organization or commanders over mountain units. They have more privileges than others. Generally, they live in the best of conditions in the mountains. They give "theoretical information" (They instill violence in youth). Girls within the organization are forced to have relations with them. They take the majority of the money coming in and deliver it to unknown destinations.

They do not participate in the fighting and are generally safely in the rear. They very often visit the larger cities in search of entertainment and to meet their needs for things unobtainable in the mountain camps. In spite of all these realities, the deceived youth in their mountain strongholds are still unable to perceive what the forces behind the PKK are, and that they are just being used as pawns.

These pawns, unless they come down from the mountains and give themselves up, have no chance of remaining alive. They should deliver themselves into the just hands of the Turkish State. They should also know that unless they do, they will be either killed during clashes with the security forces or after any so-called victory they will be done away with by the dark forces, that lie behind them. The PKK terror organization recruits youth by force, by threats and deceptive methods. To keep them within their ranks they also resort to oppression and violence. The same methods are used against the families of the youths in the villages. They raid innocent villages and forcibly extract money and their daily bread from the villagers. In the face of opposition they unhesitatingly massacre the people and raze their villages. They take everything from our citizens, but, on the other hand, condemn the young people in their ranks to a life of poverty and misery.

Misleading Information Originating From PKK Terror Organization

The PKK terror organization misleads the public by putting the blame on the Turkish state for acts they themselves perpetrate. The following examples of misinformation could be cited:

Unsolved murders.

Razed villages.

Kurds looked upon as second class citizens deprived of their identity.

Kurds have been oppressed for centuries.

Ban on speaking the Kurdish language. No rights for education in their own language.

Kurds subjected to torture and death in prisons.

These are the misleading claims they continuously try to make public. However, these are all deceptions, and a mask behind which the PKK hides. The truth, on the other hand, is reflected in the following statements: Unsolved murders frequently occur in regions where the PKK terror organization is most active. Investigations have shown that there are primarily three reasons related to unsolved murders. These are: Murders among the people of the region are often committed for personal reasons, blood feuds or other reasons, and are used for propaganda by the PKK organization and condemned as "murders perpetrated by the state" and classed as "unsolved murders".

Another type of murder has its source within the organization. Members are killed because of leadership struggles, competition among one-another and hatred. These murders exert a negative influence among the lower echelons of the organization and are therefore, not publicized.

These also come under the title of "unsolved murders". Another type of murder is the assassination of people the organization believes are harmful to them. These are usually prominent people whose murder gives rise to strong reaction among the populace.

The organization very cunningly puts the blame on the state. By constantly harping on these issues, the trust of the people in the state is shaken and the situation is exploited to the benefit of the organization.

The PKK terrorist organization implements an extensive policy of oppression and forces villagers who believe in and are loyal to the state to vacate their villages and move elsewhere. The PKK here resorts to savage attacks to shatter the trust of the villagers in the state; they don the uniforms of the police and armed forces and raid specified villages destroying houses and property. They then put the blame on the state. Why should the state burn down villages even as it exerts great efforts to repair those harmed by terrorists? Some freely elected parliamentarians who entered the Turkish Grand National Assembly (TGNA), have from the very first session taken a stand against the state, and under the banner of a political party have persisted in their stand. It is sad to note that just about all of them have either really not been aware of the real identity of the PKK terror organization, or have seen fit to adopt an attitude of childish unawareness. In fact, their actions are those of sympathizers of the PKK terror organization. Kurds are not a minority. They are citizens of the state with equal rights as others. In Turkey, aside from the Greeks, Armenians, Jews and Syriac Arabs, there are no minorities. This status has been confirmed by the Lausanne Treaty.

The PKK terror organization, which continually insists there are no equal rights for everyone shies away from proving its point scientifically and just keeps pointlessly repeating its claim. Prisons in Turkey are under the control of the ministry of justice Personnel appointed by the Ministry of Justice for duty in prisons do not implement any regulations aside from those demanded by the law. The State yearly spends billions of liras to improve and modernize prisons. The Law Governing Criminal Procedures contains the required regulations for this. However, all prisoners, irrespective of the organization they are members of, try to mislead the world and claim that such normal prison procedures such as early waking hours, cleaning cells, wearing prison uniform, visiting hours and the like, are torture and violations of human rights.

Examples of Savagery by PKK Terrorist Organization

It is sufficient to cite only a few examples to show that the PKK is not an organization waging an armed struggle for the freedom of the Kurdish people. It is in fact an organization that practices savagery unheard of in other terror organizations:

The organization kills Kurdish citizens, (babies, children women, young or old.)

They tear down mosques where Kurdish citizens hold their religious services. They kill people actually in mosques. They kill teachers and burn down schools attended by Kurdish children. They burn down health facilities which provide service to Kurdish citizens. They prevent investments in the east and southeast of Anatolia. They destroy construction sites.

They disfigure those of their own kind who have been killed in clashes, to prevent the bodies being handed over to the security forces. Members of the organization are sent into armed clashes under the influence of drugs. They keep them under the influence of drugs so as to prevent them from seeing the reality.

The PKK terror organization extorts money from those for whom it purports to be waging a struggle, and those who resist are murdered in groups, their houses are burnt and their harvests destroyed, together with their live-stock. These are actions that no other terror organization would carry out. No organization would harm those for whom it was waging an armed struggle. On the contrary, it would try to protect the people from harm and injury When these arguments are considered the dimensions of PKK savagery become clear.

The PKK terrorist organization directs propaganda to the people of the region along the lines that the state has neglected the region, the number of those who can read or write is limited, and the PKK claims that it is in the interests of the state to see that the people remain uneducated.

However, in fact it is the organization itself that wishes the populace to remain ignorant. It is only then that the PKK can mislead the local people.

Ample proof of their intentions is shown by the fact that they murder defenseless teachers who come to educate the children, and they burn down the schools. 240,000 children have been left without schools.

As of November 25,1993 the PKK terror organization has martyred 92 teachers who were employed in the region. This is a punishment meted out to the citizens of the region, because the PKK terrorist organization is depriving them of the right to learning and education.

In their acts of savagery in raids on villages, this organization kills babies, children, women and the elderly without discrimination and then blatantly tells the world that "it is waging a struggle for human rights."

This same organization that states it is undertaking activities for human rights does not even give the right to live for the people of the region and has perpetrated a number of massacres. However, when the state security forces capture a terrorist in the mountains, he is treated in a manner that is respectful of human rights.

So as not to leave any dead bodies which could be used as propaganda against them, the PKK organization has established a team "to do away" with bodies of members who have been killed. These teams cut up the bodies into pieces and hide them in the undergrowth or heave them into streams and rivers. This is the respect they show for their dead members, with whom they have lived together for months.

The PKK terror organization tries to mask its "anti-religion" stance by the misleading information that it is respectful of individuals religious beliefs. By the and of December 6,1993, the organization had massacred 25 members of the Moslem clergy. This group of murderers in line with their Marxist-Leninist anti-religious stand killed the religious teachers solely because they would not serve the organization and would not undertake propaganda on its behalf. For this they were butchered. The PKK terror organization has recently added a new dimension to its policy of intimidating the people of the region; they have lately taken to preventing the distribution of newspapers and magazines. Their aim is the same as usual; to stop the distribution of dailies and magazines that do not support the PKK. By stopping the distribution of printed matter and shaking the people's trust in the state the organization prevents the populace from reading the true facts in regard to their activities. The organization, which pretends to struggle for the freedom of the people, here deprives the same people of the freedom of having access to new-and information. This is because the organization desires that the people remain uneducated and uninformed. How can these actions be reconciled to human rights?

As in every corner of the country, so in the southeastern part of Anatolia there are health facilities with staff that provides health services to the people of the region. These facilities are targets for the terrorist organization. They are not in the interests of the PKK and they target the staff of these facilities.

These are thus prevented from aiding the people, easing their suffering and rushing to the aid of women who are about to give birth.

The Turkish State is making investments to speed up the development of the region, and at the same time offers incentives also to the private sector to make investments. However, the PKK terrorist organization, which knows its existence depends on keeping the region undeveloped, sabotages all the work undertaken in the region and burns down construction sites and damages oil wells. This is the true identity of the PKK. On the one hand it misleads the populace with propaganda claiming that it is waging a struggle for freedom and prosperity, and on the other it sabotages all efforts expended to make investments directed towards eradicating unemployment. However, the mask has slipped, and people everywhere can now clearly see the true identity of the PKK

The Turkish Goverment is holding the following principles in its armed intervention against the PKK in the eastern and southeastern parts of Turkey;

¥ Whatever happens, armed intervention will be held with in the understanding of a state ruled by law and democracy.

¥ Utmost attention will be paid in armed conflicts with the PKK to avoid the people of the region from being harmed

¥ Armed fighting against this PKK organization will be based on the concept of "legitimate self-defence"
