With regard to political dialogue and institutional cooperation, the Association Council hereby adopts the following procedures to take effect upon entry into force of the customs union:

1 - Heads of State or of Government:Annual meetings between the Turkish Head of State or of Government and the President of the European Council and the President of the Commission.

- Ministers for Foreign Affairs:Half-yearly meetings to deal with matters of common interest. One of these two meetings will coincide with the Association Council in the event of a meeting of the latter and the other will be held in Troika form.

- Justice and Home Affairs:Regular meetings at K.4 level and regular meetings between Turkey, the Presidency and the General Secretariat of the Council, in close association with the Commission.

Regular meetings at ministerial level.

- Regular meetings on "sectoral" subjects of common interest in order to develop the Association:

Meetings of Senior Officials on "sectoral" subjects of common interest in order to develop the Association. The European Union will be represented by the Presidency and the Commission.

Topics to be addressed by the meetings could include: environment, transport, trade and industrial matters, telecommunications, tourism, education, culture, research and the internal market, and economic and financial matters.

Half-yearly meetings of Ministers responsible for the internal market and ministerial meetings in other fields of the customs union. The European Union will be represented by the Presidency and the Commission.

2 - The European Union confirms the procedures for political dialogue which were agreed in Resolution CE-TR 108/95 of 6 March 1995, as set out below, and can assure the Turkish side that it is continuing to give thought to intensifying the dialogue, if appropriate:

- the Senior Officials, including Political Directors, will meet in Troika formation twice a year;

- consultation between Turkish and EU experts will be organised in certain CFSP Working Parties;

- Turkey will be regularly informed of the outcome of the meetings of the European Council, the Council and the Political Committee by the Presidency or the Council Secretariat;

- Turkey will receive on an ad hoc basis documents of a fundamental nature regarding the common foreign and security policy.
